New LIFTT Initiative Aims to Expand Interstate Telehealth Access
Telehealth has transformed care delivery, but patient access still too often stops at state lines. In collaboration with Johns Hopkins Medicine, we are proud to launch the LIFTT Initiative (Licensure Innovation for Telehealth Transformation)—a national effort focused on education, communication, and policy advancement to improve continuity of care across state borders.
Through LIFTT, we’re working to educate stakeholders, promote practical interstate care solutions, and advance targeted federal reforms that expand access to specialized expertise while maintaining patient safety and accountability.

STATE POLICY UPDATES
Georgia Medicaid to Cover Telehealth Lactation Consulting
Following an inquiry by our Virtual Foodcare Coalition to address ambiguous coding language creating uncertainty between lactation and telehealth billing codes, Georgia's Department of Community Health has confirmed it will reimburse lactation consultation services delivered via telehealth, effective April 1, 2026.
ATA Action engaged Georgia Medicaid on the issue, resulting in the state providing clarifying guidance and expanding internal coverage to support broader access to telehealth-delivered lactation services. This is a meaningful access victory for new mothers in Georgia who rely on Medicaid and may face barriers to in-person lactation support.
Texas Board of Nursing Strips Problematic Provisions from Telehealth Rules
After ATA Action and other stakeholders submitted formal comments, the Texas Board of Nursing released updated rules implementing HB 1700, reversing course on several problematic provisions.
Under the much-improved updated framework, informed consent may now be obtained in a variety of formats — including verbal or audio-only — provided it is documented in the medical record and eliminates a mandate that Advanced Practice Registered Nurses (APRNs) disclose detailed delegating physician information as part of the telehealth consent process. These revisions uphold modality-neutral policy principles and establish a consistent regulatory approach across Texas licensing boards.
This outcome reflects the direct impact of ATA Action's advocacy and the value of coordinated stakeholder engagement in the rulemaking process.
